According to Article 9(1) of the Manisa Celal Bayar University Administrative Staff Intra-Institutional Relocation and External Transfer Regulation, personnel who have less than 8 (eight) years of actual service at our university are not eligible to request an external transfer. This period is at least 5 (five) years for the spouses of public servants who are subject to compulsory relocation under the relevant legislation. The periods specified in Article 13 of this regulation are not considered in the calculation of actual service.
Article 9(2) of the regulation states: "Personnel requesting an external transfer must submit the External Transfer Request Form and any other required documents, if applicable, based on the special needs group of their spouse, to the unit they are currently working in. The relevant unit will forward the request to the Personnel Department by the first week of March." Article 10 of the same regulation specifies: "Requests for external transfers must be made by the personnel's unit no later than the end of February."
Therefore, personnel wishing to request an external transfer must submit their applications to the unit they are working in by the end of February, and the relevant unit must send the transfer request letter and external transfer request form to the Personnel Department by the first week of March.
In Article 15 of the regulation, it is stated that 25% of the total annual assignment allowance given to our university will be allocated for external transfers. Additionally, based on the relevant legislation, 25% of the total assignment allowance for the spouses of public servants who are subject to compulsory relocation will be reserved for external transfers.
Furthermore, for a public servant's spouse to request additional points based on the spouse's special needs group due to compulsory relocation, the following conditions must be met: a) The spouse must provide a duty certificate confirming that they cannot be legally relocated to the Manisa province and its districts, and that they are a public servant working under compulsory relocation. b) The commission will determine the additional points based on the institution where the spouse works, their tenure, the possibility of relocation, and other relevant factors.
